
That will try to clear up a lot of launcher issues for you in an automated way.
The first, simpler way is just to run the FixLauncher.exe program you'll find in your SWTOR directory. If you get an error involving Launcher.exe not being a valid executable, or anything involving libcef or icudt, something's become corrupted in your launcher install. If even that doesn't work the launcher will usually work if you copy it from a machine that did install correctly, but you may need to do a few updates by hand, such as the VS2008 redistributable package linked lower in the thread. Try quitting everything you can and running the installer again. If you see an error in that log about 'Canceled during language selection' or something similar, this can be caused by having one of the conflicting programs above running. You can look there to get an idea what might be going wrong. You can find a textfile under your Documents directory, called "Install STAR WARS The Old Republic" which contains a log of everything the installer did. If even that doesn't help, you can check your installer log.
If that doesn't work, you might want to try creating a second administrator user on your machine, and try running the installer there - just in case some account-specific setting is causing troubles.
Your antivirus or firewall is blocking SWTOR_setup.exe from running. (There are probably a few others, too, so if you aren't running any of those and the installer still won't work, go quit whatever you can from your systray as well.) Some people - though not all - have also had trouble with overclocking utilities as well, such as MSI's Afterburner or eVGA's overclocking tool. Known culprits are FRAPS, Ventrilo, RadeonPro, WindowBlinds, DLLFixer, Ivilinx Download Manager and Dell's "PremiereColor" color management tool. You are running a program which conflicts with the installer.
